How to get a building permit

The city runs a “one permit” system: one permit number covers the trades on a job, such as roofing, plumbing and electrical. From the Apply for a New Permit page:

  1. Get an application number in the Click2Gov permitting portal. You need the address, a detailed scope of work, contractor details and the estimated job value. No account is needed to start.
  2. Upload everything in ePlan. An ePlan account is set up from your application. Plans and documents go in as PDFs. ePlan and Click2Gov have separate logins.
  3. Review. Building, electrical, mechanical and plumbing reviewers work at the same time, plus outside agencies where needed. Incomplete submittals slow things down; the submittal checklists list what each permit type needs.
  4. Pay and build. Fees are paid through the permit fee page.

You can still apply in person at the counter; paper is scanned into ePlan and scanning fees apply. Homeowners acting as their own builder must meet the state’s owner-builder rules.

New: no building permit for small jobs under $7,500

The Building Department posted the rules on Oct. 10 for House Bill 803, the state law signed May 7, 2026. A Pompano Beach homeowner or contractor can skip the building permit when all of these are true:

  • The home is a single-family house. Duplexes, condos, apartments and businesses do not qualify.
  • The building part of the work costs under $7,500 in labor and materials.
  • The home is not in a FEMA special flood hazard area (zones A, AE, AH, AO, AR, A99, V or VE). Check yours on the city’s flood zone lookup.
  • The work does not touch structure, electrical, plumbing, mechanical or gas.

Typical qualifying jobs are painting, cabinet replacement, drywall repair, trim, screen replacement, gutters, interior doors and minor non-structural fascia or soffit repairs. Exterior windows and doors and anything structural still need a permit.

It is not automatic. File the free Building Permit Exemption Request in ePlan, with an itemized estimate, before work begins. Staff answer within three business days; an approval letter is good for 180 days. Any electrical, plumbing, zoning or engineering permits the job needs must be filed at the same time, and a new fence always needs a zoning compliance permit. Splitting one project into smaller requests is not allowed. Questions: 954-786-4670.

Opening a business? A Zoning Use Certificate is step one of the Business Tax Receipt, and staff recommend getting one before you sign a lease.
